PVF's ability to respond to local community needs is supported by donors' unrestricted gifts.

Directors' Discretionary Grants -  providing discretionary funding to outstanding nonprofit directors and school principals, to help initiate new programs and to allow critical needs to be addressed as they arise, given in 2008-2009 to organizations such as C.E.O. Women, East Bay Asian Youth Center, McClymonds High School, The Mosaic Project, Oaktown Jazz Workshops, Pardee Home Museum, Prescott-Joseph Center for Community Enhancement, Purple Silk Music Education, Restorative Justice for Oakland Youth, Street Level Health Project, The Unity Council and Wardrobe for Opportunity.

Laney College Philanthropy Class - PVF President Bill Somerville  taught Understanding Philanthropy at Oakland's Laney Community College, in which students become a miniature foundation making recommendations for $10,000 in grants to benefit Laney College.
